class-v4-signal.mjs now runs the 0.3.16 rule (95 percent in each of 7 consecutive windows ending at the seed block;
the flip at epoch 4 with the 30-DAA window), requires a floor for a signalling case (the canary rule: no floor, no
signal; the floor-less first pass read every chain byte 0), reads programClassV4SignalWeakestBps and checks that the
signal line names seven windows. The four cases on 6 October 2026, 20:57 to 21:25Z: two of three signal, no flip
(weakest 5,666 to 6,333 bps); all three, flip at epoch 4 (DAA 241 seen, boundary 240; 3 of 3 signal lines; the id
assertion on epochs 4 to 6); nobody, the floor at 360, flip at epoch 6 and not before; the known-failed case FAILS on
nine checks. Summaries in docs/plans/counter-asic-3-gate/class-v4-signal7-*.json.
infra/fast-time/difficulty-v3.mjs (Horizon lane 5 proposal 2's harness case): three nodes in a star through a TCP
delay proxy (the document's propagation delay d over Kaspa's three relay legs, inv, request, block, so d / 3 per
leg; the handshake's first 5 s undelayed, the version exchange times out at 4 s), override-60x.json re-rated to
10 bps (the override-params.md example's k 124 and limits, depths x10, PoW epoch 600 DAA so an epoch stays 60 s),
one CPU miner per node, pass = DAG rate within 10 percent of target and the sink's expected hashes per block within
10 percent of the miners' summed hash x T after 600 of 900 s; the red share and chain step spacing reported. Results
follow in their own commit (the runs are in progress at 21:30Z).

Fork tx-gossip e242acd0 adds the inventory relay of EVM transactions (protocol version 14) and replaces the
4-second hand-out cooldown with the hold on block-added. Here: the relay paragraph in execution-layer.md 1.4,
the 10.2 table row (hand-out cooldown, now the block-added hold) and 10.3 item 9 updated, the bench-log entry
with the PC 2 suites (igneum-exec 15 of 15, kaspa-p2p-flows 33 of 33), the digest check (unchanged,
9409dedac4bf...) and the 3-node fast-time run (A - B - C, generator on A at 2/s: 240 of 240 included, B 151
and C 105 over two hops, p50 1.5 s, 0 skipped copies, pools equal on all three nodes at every sample), the
result JSON under docs/benchmarks/evm-relay-2026-10-05/, and tools/txgen/relay-net.mjs (the harness: three
nodes in a chain on the fast-time profile, vmine on B and C paid to throwaway keys, txgen on A, inclusion
counted by miner from A's executed chain).

(D1 to D10, RPC, differential), the devnet rules fixed there, what is missing, the merge
plan with the finality branch. docs/bench-log.md: the 3-node simnet run with numbers.
tools/evm-smoke: viem 2.57 smoke test (fund, 50 transfers, duplicates in parallel blocks,
contract deploy and call, state roots across nodes, export for igneum-exec-diff) and the
solc build of DeveloperRegistry and the Counter test contract.

Litepaper Finality: the reorg bound users rely on is the 12-hour finality depth in median time; Kaspa's one-hour merge depth is a merge limit, not a reorganisation bound; first-month sentence and "does not claim" item 4 say the same. Litepaper Speed: emission per block on a schedule keyed to difficulty-adjusted time, reds in the window paid, coins track blocks within the controller's accuracy.
Design 5.5 and D12: the native-execution veto is relative to the carrying block's own selected-parent chain; two-node reorg test added to 8.5.
Ledger P11, F15, E10 statuses and fixes rows 79, 82, 84 updated.

Decision of 3 October 2026: no fee to any team, foundation or fund.
Priority fee now splits 80% to the miners and provers of the block and
20% to the application called, attributed per call frame as before.
No burn of the tip; the base fee is still burned in full on both gas
dimensions. External proving jobs pay 90% to the provers who delivered
and burn 10%. The 60% signalling mechanism stays as a general tool for
parameters that genesis rules leave to miners; upgrades stay at 90%.
Ledger E4 closed by removal; E3, E5, G4, G5, G8, L1 and overclaims
45, 46 and 53 rewritten to the new rule.
