(4) Mandatory proof verification: ON after 24 hours of every Devnet 3 block proven on the hash-origin report (the fleet's coverage from tonight). (5) Exec restart: never. Mechanics (main): a height is a constant in `devnet3_params()` of a node commit, swept one box at a time with the commit string and the height line read back, dn3-g1 first; several heights per commit staggered so the chain crosses them one at a time with the previous crossing read on every node; a node that misses the commit forks off at the height, as designed; never a file, no signed-record mechanism. Every height is reported as a clock: lock time + DAA seconds at 1 block/s, UK time. The 0.3.22 pin (34a2dbaa plus whichever heights are green by the cut) carries the first; the rest ride 0.3.23.
