Fix: announce unpaid pool records to every new peer at connect and re-announce unpaid ones every few minutes; the live step is a restart of the prover's node after the graph has a builder path. (B) The fleet's drift refusal ("refused on the drift flag (offset -5)" on p1-5090) is the fleet's standing.drift rule reading a chain-numbering drift between that node and hub-1 (the N15 class: the seed logged five "exec sync: the chain path is discontinuous" re-walks between 03:41Z and 08:03Z), not the card; right by intent; the node side owes a reading of which numbering is right after reorgs and whether the continuity scan should run on every reorg past a depth, not only at restart.
